The world is watching as Liberia emerges from a brutal civil war that claimed some 250,000 lives and displaced more than 1 million people before drawing to a close in 2003. Human rights organizations, international donors, and governments hope this country of less than 4 million people can serve as a microcosm for the continent and provide a much-needed example of how to restore democracy, the rule of law and economic prosperity in the wake of gross human rights abuses.

 

Africa’s oldest republic already has made major improvements in governance, such as voting into office the first elected female head of state, who has pledged to purge her administration of the corruption that undermines the rule of law and diverts funds desperately needed for reconstruction efforts. Impunity for rights violations is being challenged with the trial of former president Charles Taylor for crimes against humanity, albeit for atrocities committed in neighboring Sierra Leone. Along with these political advances, Liberia also is poised to make major gains in economic recovery. A wave of new foreign direct investment promises to restart the economy and could help Liberians finally benefit from the country’s wealth of natural resources.

 

Ensuring that these advances translate into real improvements in the lives of most Liberians will require a strong civil society ready to hold the government accountable for promoting economic, social and cultural rights as well as ensuring access to justice by extending the judicial system beyond the capital of Monrovia. The Fund supports dynamic human rights organizations that are: (1) promoting the rule of law; (2) advancing women’s rights; (3) challenging corruption; (4) pressing for transparency in government and in the country’s natural resources sector; and (5) and promoting justice reform.

 

The Fund supports well-established human rights groups and also emerging organizations, some in rural areas and many women-led, as they develop their human rights programs.

 

The Fund aims to provide sustainable support for human rights organizations. To that end, we maintain a long-term focus on specific countries and regions where we believe strategic grant-making can make a difference in advancing human rights protections over time. The Fund has had a grants program in Liberia since 2003.
