Country ProgramsSoutheast Asia In Southeast Asia, the Fund focuses on Thailand and the Philippines. In both countries, the human rights situation has deteriorated over the past few years as military rule has eclipsed civilian authority. In the Philippines, the threat to human rights defenders is particularly acute. These countries face similar human rights challenges: torture and extra-judicial killings by the state, rampant corruption, discrimination against ethnic and religious minorities, imperiled freedom of speech, violence against women, labor rights abuses, and discrimination against sexual minorities (ie, lesbian, gay, bisexual, transgender people), among others.
